Unlike much of mainland Europe, it is only education - not school attendance - which is compulsory in the UK. British parents may decide to have their children educated in any way that they see fit, including homeschooling. Arguably, this could be said to make it easier for local authorities to avoid responsibility for educating children who have experienced unacceptable difficulties in school, because if things get bad enough then it is acceptable for children to be withdrawn from school. I mean no disrespect to those parents who actively want to homeschool; it's one thing to choose this path freely, but a separate issue when parents who want to send their child to school are unable to do so because the school isn't safe for a particular child.
